Former Commissioner Mexico’s Energy Regulatory Commission and National Hydrocarbons Commission
Javier Estrada is Managing Partner of Analítica Energética, a Mexico City consulting firm serving clients working in the petroleum and electrical power sectors. Previously he was Director General for Energy Planning and Information with Mexico’s Ministry of Energy, and was a Commissioner of Mexico’s Energy Regulatory Commission (CRE) and the National Hydrocarbons Commission (CNH). Both CRE and CNH have become the most the most important regulatory agencies affecting Mexico’s oil and gas industry. Mr. Estrada is the only person who has served on both of these commissions. Mr. Estrada also served on various Boards and Committees at Pemex and its subsidiaries. He is a graduate of Mexico’s Universidad Iberoamericana, and earned a Masters in Public and International Economics from Universite de Paris Nanterre, in France.

Earlier he held a variety of positions at Chevron in research and technology, exploration and production operations, and executive management, including service as president of Chevron’s Canadian subsidiary.
