DOGGR announced plans to propose emergency regulations to bring California’s Class II Underground Injection Control (UIC) program into compliance with the federal Safe Drinking Water Act.
The new rules will codify the deadlines for the California Department of Conservation’s Division of Oil Gas and Geothermal Resources (DOGGR) for submittal to the EPA of aquifer exemption applications for Class II wells.
CIPA said it is developing a tracking system to ensure operators get specific geologic and water data to DOGGR in a timely fashion, and that DOGGR and State Water Board complete their review and submits to EPA by the deadlines.
The emergency rulemaking process includes a limited opportunity to submit comments on the proposed regulations. CIPA has posted online the Notice of Proposed Emergency Rulemaking Action and the text of the Aquifer Exemption Compliance Schedule Regulations.
