The California Global Warming Solutions Act of 2006 (AB 32) established regulatory and market mechanisms aimed at reducing greenhouse gases to 1990 levels by 2020. The ARB regards control of emissions of methane and other gases from crude oil and natural gas operations as critical to achieving this target.
